Why do you get this error?


This error occurs when the recipient’s phone number is part of a Meta experiment designed to assess the impact of messaging on WhatsApp user experience and engagement.


Meta only runs these experiments occasionally, and when they do, they randomly select a small percentage of WhatsApp users to participate. For those selected, marketing message templates will only be delivered if one of the following conditions is true:



If none of these conditions are met, any marketing template message you send will not be delivered, and you will receive this error.


Note that you will not be billed for undelivered messages. Additionally, if you attempt to resend the same message, it will result in the same error.


How to fix this error


There is no direct fix for this error, as it is caused by Meta’s own platform experiments.


However, if you still need to send the marketing message to the customer, you can:


  • Contact the customer through a different channel.
  • Ask the customer to send a message to your WhatsApp Business number so you can resend the marketing message within the customer service window.


These measures may help you deliver your marketing message to the customer.
