Fix Error: [131031] Business Account locked
Are you getting this error when trying to send messages?
“[131031] Business account locked.”
Let’s look at why this happens and what you can do to resolve it.
Why do you get this error?
The error [131031] Business Account locked appears when either of the following is true:
1) Your WhatsApp Business Account is restricted or disabled for violating the platform policy
This happens when WhatsApp detects violations of its platform policies, such as:
- Sending spam or unsolicited messages
- Sharing content in high-risk policy categories, such as adult content, or the sale of alcohol and tobacco, drugs, gambling, and unsafe supplements.
2) WhatsApp is unable to verify your business data
WhatsApp may fail to verify the data included in your request against the data set on your WhatsApp Business Account. Common reasons include:
- Missing or inconsistent business information across Meta Business account, WhatsApp Account and Phone number
- Incorrect two-step verification PIN
- Your business verification is pending or rejected
How to fix this error
Follow the steps below carefully. In most cases, this will resolve the issue:
1) Check and Update Your Business Information
Go to Meta Business Manager > Business Info and make sure all your details are filled correctly:
- Legal business name
- Address
- Phone number
- Website URL
- Business category
2) Check and Update WhatsApp Account and Phone Number Details
Make sure the information added to your WhatsApp Business Account (WABA) and phone number is correct and matches your Meta Business Account details. Check the following carefully:
- WABA details: Ensure the name of your WABA matches your legal business name, and that complete business address and tax information are added under the payment method. You can check and update these details here.
- Phone number profile details: Ensure you have entered all profile details correctly, including your logo, business name, and other profile information. Also make sure your display name is approved. You can check and update these details here.
3) Verify Your Business (if not already verified)
If you still haven't verified your Meta Business Account, follow in the instructions in this article to start the verification process.
4) Submit a Review Request
If your account has been restricted or disabled for policy violations, you can submit an appeal to request the removal of the account lock.
Note: If your account has not been restricted or disabled, you can skip this step.
To submit an appeal:
- Open WhatsApp Manager. If it asks you to select a business account, select the one you used earlier to set up your number.
- Now scroll to your restricted WhatsApp Business Account and click on the View details in business support home link.

- On the Business Support Home page, select the violation you want to appeal and then click the Request Review button.

- Enter any supporting details here to explain that you weren’t spamming your contacts. If you were spamming them, apologize and clearly indicate that you will not repeat the behavior. After that, click Submit.
After submission, your request will be moved to the In Review tab, where you can monitor its status.
Please note that it can take 24 to 48 hours for WhatsApp to review your appeal. Depending on the decision, the appeal will either be marked as Unchanged (account lock not removed) or Reversed (account lock removed).
