Fix Error: [131031] Business Account locked

Are you getting this error when trying to send messages?

[131031] Business account locked.

Let’s look at why this happens and what you can do to resolve it.

Why do you get this error?

This error occurs when your WhatsApp Business Account has been restricted or disabled for violating WhatsApp’s platform policies, such as:

  • Sending spam or unsolicited messages.
  • Sharing content in high-risk policy categories such as adult content, or the sale of alcohol and tobacco, drugs, gambling, and unsafe supplements.

When these policies are violated, WhatsApp places your account under progressive restrictions. The account lock is implemented at the third stage of enforcement:

  • 1- or 3-day blocks on starting new marketing, utility, or authentication conversations, and adding new phone numbers.
  • 5-, 7-, or 30-day blocks on opening any conversations and adding phone numbers.
  • An indefinite account lock, preventing you from opening any new conversations (you can still request a review for it).
  • Permanent disablement if you don’t address repeated violations or warnings.

How to fix this error

If you believe your business is compliant with WhatsApp’s policies, you can submit an appeal to request the removal of the account lock.

To do this:

  • Open WhatsApp Manager. If it asks you to select a business account, select the one you used earlier to set up your number.
  • Now scroll to your restricted WhatsApp Business Account and click on the View details in business support home link.

  • On the Business Support Home page, select the violation you want to appeal and then click the Request Review button.

  • Enter any supporting details here to explain that you weren’t spamming your contacts. If you were spamming them, apologize and clearly indicate that you will not repeat the behavior. After that, click Submit.

After submission, your request will be moved to the In Review tab, where you can monitor its status.

Please note that it can take 24 to 48 hours for WhatsApp to review your appeal. Depending on the decision, the appeal will either be marked as Unchanged (account lock not removed) or Reversed (account lock removed).
