Are your Utility message templates getting recategorized as Marketing?
In this article, we’ll explain why this happens and what you can do to resolve it.
But first, let’s understand what actually qualifies a template as a Utility message template.
What Qualifies as a Utility Template?
A Utility message template is designed for transactional, non-promotional communication, and usually triggered by a user’s action or request.
To be approved under the Utility category, a template must meet both of the following criteria:
- Non-promotional: The message template must not include any promotional, marketing, or persuasive language.
- User-specific or critical: The template must either be directly related to a user’s activity (such as orders, account updates, or transactions) or be essential or critical to the user (for example, security alerts or service updates)
Here are some examples of Utility message templates for different business goals:

Now that we’ve covered what qualifies as a Utility template, let’s look at why some templates get categorized as Marketing.
Why Are Utility Templates Being Recategorized?
This usually happens when a template is submitted under the Utility category, but its content doesn’t fully meet WhatsApp’s guidelines. This could be due to:
1) Intentional misclassification
In some cases, businesses intentionally select the Utility category even when the message includes promotional content. This is often done because Utility messages are priced lower than Marketing messages.
That said, even subtle promotional cues can lead to template recategorization. For example, if your Utility message template contains:
- Discounts or offers
- Persuasive language like “Don’t miss out,” or “Buy now”
- Or, cross-sell or upsell offers (e.g, “Your order has been delivered. Check out similar items here)
… then WhatsApp may classify it as a Marketing message.
2) Incorrect categorization by WhatsApp
In some cases, the template is genuinely transactional and follows all the guidelines for Utility templates, but still gets categorized as Marketing. This can happen due to a misinterpretation by WhatsApp’s system.
In such cases, businesses can request a category review through WhatsApp Manager (as covered in the following section).
How to Request a Category Review
If you believe your Utility message template has been incorrectly categorized, you can request a review through WhatsApp Manager. Here’s how to do that:
- Go to WhatsApp Manager.
- From the sidebar, select the Message Templates option. You will see a rejection banner with the template in question

- Next, click Go to Business Support and select the Template Category Updates option from the sidebar.
- Then, choose the template(s) you want reviewed and click the Request review button at the top of the tab.

Once your request is submitted, WhatsApp will review the template and update the category if appropriate. You can track the status of your request in the Template Category Updates dashboard:
- If the category change is not approved, the template will appear under Business Template Category Updates > Unchanged tab.
- If the category change is approved, the template will appear under Template Category Updates > Reversed tab.
Quick Note on Category Misuse
It’s important to avoid intentionally mislabelling templates (for example, submitting promotional content under the Utility category), as this violates WhatsApp’s guidelines.
Please note that WhatsApp actively monitors approved templates and may reclassify them if the content does not match the selected category. In cases of repeated misuse, especially after warnings, WhatsApp may automatically recategorize templates without prior notice. This can result in unexpected charges and may also impact your account status.
