How to fix this error

There is no direct fix for this error from your side because it occurs due to specific issues on the recipient’s end.

However, if you suspect that the issue is not related to a blocked number or the recipient not being on WhatsApp, you can use a different channel and ask the recipient to:

  • Confirm that they can send a message to your WhatsApp Business phone number.
  • Confirm that they have accepted WhatsApp’s latest Terms of Service (Settings > Help, or Settings > Application information will prompt them to accept the latest terms and policies if they haven't already).
  • Update to the latest version of the WhatsApp app on their device.

These steps should allow you to send a message successfully to the recipient next time.
